Medical Coverage Options & Cash-in-Lieu
OUSD offers comprehensive medical health coverage to employees and their eligible dependents through two primary provider plans. Alternatively, qualifying employees may opt for a cash compensation program in place of district health coverage.
Medical Provider Plans
Employees can choose between two Health Maintenance Organizations (HMOs). Each plan provides detailed summaries of coverage and current premium rates:

Sutter Health Plus
Cash-in-Lieu of Medical Coverage
Cash-in-Lieu is a $250.00 per month payment provided to employees who waive their district medical benefits. This is a taxable benefit processed through payroll.
To qualify for Cash-in-Lieu, the following criteria must be met:
Existing Coverage: The employee must demonstrate they already have active health coverage through another source (e.g., a spouse's plan or outside employer).
Position Type: The employee must be in a non-OEA (Oakland Education Association) position.
No Double-Coverage: The employee is NOT currently receiving OUSD medical coverage as a dependent of another OUSD employee.
Enrollment Instructions
To select a medical plan or apply for Cash-in-Lieu:
Log into Frontline Central.
Navigate to "Forms I Can Start".
Select and complete the Benefits Election Form.
